ESF Consultants was sub contracted to carry out a mid-term review of the third phase of the ?Community Development Programme? to obtain a better understanding as to how far the programme has progressed since inception with regard to its goal and objectives. ESF reviewed programme design, progress, performance, achievements, impacts, linkages and future plans against the original logical framework.
ESF collected primary data and information as a way of making an independent assessment while making reference to relevant documentation already produced and other project documents to avoid duplication. We evaluated overall performance and relevance of the Programme phase as one of the avenues of addressing poverty reduction and access to services in Kenya.
The efficiency of community projects defined as the ratio of the inputs to the outputs and outcomes. It includes the following:- evaluation of the translation of project means and activities into results, effectiveness of community projects by measuring outputs and outcomes against the targets set, assessed the perceived impact /achievement of the programme on target beneficiaries as well as its wider overall contribution to poverty reduction and increased access to services, sustainability of the programme with regards to the institutional delivery system and the viability of funded community projects and to formulate recommendations on how lessons learnt, experiences and best practices from the implementation can be applied to the remaining part of the programme as well as for replication and improvement in the context of the Community Development Initiatives component of the forthcoming CDP4, with particular emphasis on governance, service delivery and targeting poverty reduction while promoting sustainable community development.
